ISPM-15 regulations explained.

ISPM-15 — International Standards for Phytosanitary Measures No. 15 — is the global regulation governing wood packaging materials (WPM) used in international trade. Issued by the International Plant Protection Convention (IPPC) under the United Nations Food and Agriculture Organization, it requires that all solid-wood pallets, crates, dunnage, and skids crossing international borders be treated to neutralize harmful pests and pathogens that can hitch a ride in untreated wood fiber.

More than 180 countries have adopted ISPM-15 since its 2002 introduction. Customs officials at port of entry inspect WPM for the IPPC mark and reject non-compliant shipments — which means delays, re-export fees, fumigation costs, or in some jurisdictions, full container seizure. ISPM-15 is not optional for export. It is the cost of crossing a border with wood packaging.

Note: ISPM-15 applies to international shipments. Pallets moving exclusively within the United States, Canada, and Mexico under USMCA are exempt — though many shippers heat-treat by default to simplify dual-purpose inventory.

Any company shipping product internationally on solid wood packaging is subject to ISPM-15. This includes manufacturers exporting finished goods, third-party logistics providers handling international freight, distributors with cross-border supply chains, and importers who reuse inbound pallets for outbound shipments. The regulation follows the wood — not the cargo, not the carrier, not the destination country alone.

Procurement teams in automotive, food and beverage, pharmaceuticals, chemicals, industrial machinery, and consumer-products manufacturing are the most common ISPM-15 buyers. If your operation ships even occasionally to Europe, Asia, South America, or Australia, your pallets need the IPPC stamp. The penalty for non-compliance is borne at the receiving end, but the cost lands on your account.

A common procurement gap: a domestic pallet supplier delivers untreated pallets to a US plant, the plant exports the load, and the shipment is rejected at the destination port. ISPM-15 compliance starts at sourcing — not at the dock.

The dominant ISPM-15 treatment is heat treatment (HT) — pallets are loaded into a sealed kiln and heated until the wood core reaches a minimum temperature of 56°C (133°F) for at least 30 minutes uninterrupted. The HT process kills the insect larvae, fungi, and pathogens of phytosanitary concern. Treated pallets are then stamped with the IPPC mark, country code, treatment code, and producer registration number.

Methyl bromide fumigation (MB) is the historical alternative — wood is exposed to gaseous methyl bromide for 24 hours at controlled temperature and concentration. MB has been largely phased out due to its ozone-depleting impact: the Montreal Protocol restricted its use, the EU banned it outright in 2010, and most US producers stopped offering it. Heat treatment is now the de facto standard.

A third method — dielectric (microwave) heating — was approved by the IPPC in 2013 for thin-board applications, but adoption remains niche. For practical procurement purposes, ISPM-15 in 2026 means heat treatment.

A compliant pallet carries a permanent, legible IPPC mark stamped or branded into at least two opposite sides of the pallet. The mark includes the IPPC wheat-stalk logo, a two-letter ISO country code (US for United States, CA for Canada, MX for Mexico), a unique producer registration number assigned by the national plant protection authority, and a treatment code (HT for heat treatment, MB for methyl bromide, DH for dielectric heating).

The mark is typically branded (burned in) for durability or stamped in waterproof ink. There is no expiration date — once a pallet is properly treated and marked, the certification persists for the life of the pallet. However, if a pallet is repaired with untreated lumber, the entire pallet loses ISPM-15 status until re-treated and re-stamped.

Counterfeit IPPC stamps exist, particularly on imported recycled pallets. If you cannot trace the mark back to a registered producer in your country’s NPPO database — in the United States, the USDA Animal and Plant Health Inspection Service (APHIS) administers the wood-packaging program — treat the pallet as non-compliant.
